Community and Wellbeing Officer
37 hours per week
£28,163 to £30,060 (depending on experience) SCP 13–27
Reports to Town Clerk or Business & Facilities Manager
Based at Farnham Town Hall and across the Farnham community

Farnham Town Council has a strong track record of delivering for residents. The Community and Wellbeing Officer is a new role, created to strengthen our focus on wider community priorities such as providing support for younger people and enhancing the wellbeing of the community.
As Community and Wellbeing Officer, you will play a vital role in helping to deliver these priorities. The successful candidate will bring experience in community development, working with younger people, grant administration, or a related field, alongside excellent administration and communication skills, and the ability to build effective partnerships.

Job Purpose
- To support the delivery of Farnham Town Council’s strategic aims to enhance the wellbeing of residents by leading and facilitating initiatives that promote healthier lifestyles, stronger communities, and greater inclusion. The postholder will work closely with partners, residents, community groups and councillors to develop and deliver specific projects focused on younger people, community grants, community safety, and community engagement. The role will also support the delivery of objectives relating to healthy communities and active travel
- Support the work of the Community & Wellbeing Working Group and undertake administration on its functions
- Undertaking other corporate projects as required
Key Responsibilities
- Young People and Youth Engagement
- Develop and maintain strong relationships with local schools, youth organisations, and services.
- Coordinate youth engagement activities and consultation events.
- Support the development of youth-led projects and represent the voice of young people in Council initiatives.
- Community Grants
- Administer community grants, grants for the Farnham South Street Trust and support the Farnham Support Fund panel.
- Community Safety
- Act as a liaison between the Council, Police, and community safety partners.
- Support local initiatives to tackle anti-social behaviour and improve neighbourhood safety.
- Support campaigns as agreed by council on fraud awareness (online safety), , and crime prevention.
- Support administration of the council’s CCTV system and access to records required by the police.
- Community Engagement and Involvement
- Build and sustain relationships with local organisations, residents’ associations, and voluntary groups.
- Support community consultations and public involvement activities.
- Support the Council’s communication and outreach efforts including newsletters, and social media, as required.
- Healthy and Active Communities
- Promote public health initiatives and campaigns in partnership with the NHS, local authorities, and voluntary sector as agreed by Council and support community events and programmes that encourage healthy living, and wellbeing.
- Champion active travel (walking, cycling, public transport) and sustainability initiatives agreed by Council.
- Support and promote safe routes to schools, cycle schemes, and local infrastructure improvements.
- Liaise with Surrey County Council and local transport bodies on relevant projects.
- Project Delivery and General Responsibilities
- Prepare reports, updates, and briefings for Council Working Groups and stakeholders.
- Contribute to the Council’s wider community development work as required.
- Ensure all activities comply with relevant safeguarding, health and safety, and data protection policies.
- Contribute updates for the Emergency Plan for Farnham.
- Other General Duties
- Updating website and social media material as needed
- Implementing new programmes, projects and plans to meet the Council’s aims and objectives.
- Maintaining and preparing agreed key performance indicators for projects.
- Covering for other members of the team, including reception, during sickness and holiday absence
- Attending external meetings and to represent the Council as required.
- Attending council meetings, civic functions and events (eg Annual Town Meeting, Remembrance Sunday, FIB launch, Christmas Lights Switch-on etc) as and when required.
- Any other duties which may, from time to time, be considered necessary to facilitate the efficient functioning of the Council’s operations in line with the competency profile for this post.
Person Specification
Essential
- Experience in community development, youth work, grant administration or a related field.
- Excellent administration skills
- Strong interpersonal and communication skills with a track record of building partnerships.
- Ability to organise and deliver events, campaigns, or projects.
- Knowledge of local government or public sector working.
- Competent IT skills and experience using social media and digital tools.
Desirable
- Qualification in youth work, community development, or a related subject.
- Familiarity with safeguarding procedures and community safety frameworks.
- Knowledge of Farnham and its local issues.
- Experience managing volunteers or community groups.
Additional Information
- This role requires occasional evening and weekend working.
- A full UK driving licence and access to a vehicle is desirable.
